Overtime, the quality of water will deteriorate at the rate we are dumping our garbage and our pollutants into the ocean. Keep in mind that access to clean water will continue to become harder for the lower class citizens and sooner or later it will be difficult to "afford" for the middle class. Why? simple, we focus our industrial efforts on purification

The "clouds" will be so polluted in a sense that whatever we do extract will become poorer and poorer in quality. Eventually, the majority of the world will go thirsty. And yes, there is a possibility that more technological advancement may allow for a higher rate of efficiency but at some point, the water will be so toxic that the rate of energy to clean it will be so

However, I also have a certain faith, not in our goodness, but in our determination and ability to survive; and I think that before we get to the point where clean water is a worldwide luxury and 99% of us are dying from a lack of it, we'll find a way to reverse or otherwise fix the damage we're doing..
