They work on all levels (cept the Flood Heavy ones... I think...)

It's also called the funny skull because it adds some dialouge in the characters that is funny... If you stare at an elite long enough hell say "I'm going to name my child after you"

Or a Brute will say "I LIKE PIE!!!"

It's like what would happen if the AI had the thoughts of random gamers...
