you could use chap stick under concealer to make it less drying but chap stick on its own won't give the nice nude base that concealer does

i would use lip balm before concealer, i used concealer to even it out and so the colors would look nice and bright, and the lipbalm is there to make sure the concealer doesnt dry out the lips too much :)
