This is a really bad Dragon Ball pirate (even though the coding appears to be original). For some reason I could never get my character to get on the bridge on the second stage.

They just redrew the backgrounds and sprites from the arcade version of Shadow Warriors/Ninja Gaiden and added sounds from Street Fighter II.
