If you paid attention to the story you'd know that humans can be harmed by the imulsion bomb, that's why Adam Fenix dies. It depends on how much imulsion you've consumed. Locust lived in the hollow with the imulsion, so they consumed alot of it. The bomb attacks imulsion organism cells in the body, hence why only those exposed to a lot of imulsion died.
