I THINK: Tony decided to check-raise Phil because he knew Phil probably would try to represent an Ace if he checked. Phil's call to the raise did alarm him of a possible set as he limped preflop and there's just two low cards on the board. So Tony checks the turn knowing he's possibly behind, but when Phil bets he can't really get away from it and shoves (calling is useless in that spot). The problem here is that Phil would play a stone cold bluff this way as well...
