Since they do not have a central nervous system, they have what are called ganglia, which are small clusters of independently operating nerves that can control muscles. Without a working brain the creature cannot perceive anything, because things can't be perceived without a working brain. The ganglia however are still able to manipulate the muscle to make it move. Moving does not equal alive! They feel nothing.

(hopefuly) The only reason we don't eat human meat is because it's cannbalism, which is acknowledged as bad. But dog meat is only considered disgusting by westerners, who keep them as pets. If chinese people kept pigs as pets, wouldn't eating pigs be considered cruel? It's not cruel to eat dog meat, just disliked.

The octopus was dead due to it being decapitated.
After death, we move our muscles as a result of an electrochemical reaction in our nerves. The chemicals that cause this reaction are stored in our nerve endings, and when we die, they’re gradually released.

Of course it isn't alive. I was just plucked out of the tank so its nerves are still going. It's like a skink's tail when it comes off - it keeps wriggling - or a chicken with no head running around. Perhaps this confusion here with non Japanese is that you few of you what it's like to not freeze everything before using it. That octopus was in the tank only a few minutes ago.
