This woman is full of shit. She has completely blurred the distinction between homeless persons and persons seeking shelter in the Salvation Army's fascist shelter system. A majority of homeless people will NEVER enter a shelter, let alone Salvation Army with their "3 days and you're out" policy. The rate of substance and alcohol abuse she quotes is entirely subjective to people that enter their shelter, and usually they are trying to kick a habit and need a place to shiver and recover.

How about the government give some of that money they just gave away to help banks like Chase bank, who used the money to take over smaller business, mostly failing credit card companies, that our tax dollars will pay, how about they use some of that money to help the mentally ill.
