We know from the Hadith of Bukhari that they not only covered their bodies but their heads and faces as well. As far as I understand this commandment, it is a “should” and not “must”.

They should also realize a niqab is off-putting to outsiders. Any face coverings are shown to prevent cold approaches- I think this is the point from keeping men away, but unfortunately it keeps most other people away too.
