A water effect overlay is a possibility and you can even change the shade different colors in whatever spot you like. Once again, I can do this with pictures but not video. I can't find any clear cut answers either. I have taken snap shots of different videos like this and analyzed them with powerful picture software (lighthouse 3, gimp 2) and I can't find anything that screams bullshit. I have heard of water distortions that can be applied and can even do it myself but only on pictures not video. If it is a hoax it's quite good. I'm no pro but I'm decent and I can't do it.
