Most professional tattoo artist's don't charge per hour. They charge per visit, for instance Shige, has a 1 year waiting list for customer's. Once he is tattooing you, he is charging you for his time for the tattoo and not the for hours. There is no way you can determine the length of time a Shige tattoo is done. Shige is one of the best in the world, you can't tell him to hurry up.
