I understand the need for some staff but wouldn't it be simple enough to train locals to do the same "staff" functions
Are the people too stupid to learn these "skills"
I'm sure there are some people standing around doing nothing that would love to help their fellow citizens out
Is it the structure that you like to get in place? Get some Generals and troops on the ground to order the peasants around?
Maybe throw up a Burger King and start serving lunch?
