He's actually singing about an argument he had with Paul McCartney. If you watch the Let it be movie, you see george and paul arguing in front of the camera ("I'll won't play if you don't want me too, what ever it is that'll please you, I'll do it", etc).
He then left the recording studio and wrote this. Note in liverpool, 'Wah-Wah' is slang for headache or bullsh1t.

Saw this 'movie concert' on the big screen in 1972 -- this was the opening song. What a freaking genius George was. And how 'bout the drumming by Ringo?!? Love it. And how 'bout the cast?
