About 80% of the time, the 717 is in what you call Autothrottle. So it most likely wasn't the pilot who was making all of the power adjustments. The pilots put in a speed that they need the plane to hold and the plane does just that and if there is wind or something like that, then the plane adjusts accordingly.

The autothrottles in the 717 are very sensitive so it is always chasing the speed. That's why the power sounds like it is constantly being tossed back and forth.
