unfortunately, It's not a BLEVE. It's a barrel, which is meant for low pressure at most, that was degraded due to fire and pressurized by the heat. When the idiots decided to move it, (what's the point?? Was it cooled??) the force of the barrel being rotated on it's side caused for a slight pressure increase, which caused the bottom to give way. Sorta like one of those water rockets kids used to play with. BLEVE is when a high pressure tank with flammable liquid goes off all at once, like LPG.
