Lapland is very expensive, we visit Saariselkä in Dec. 09 and payed for a week almost 3000 Euros (flight, hotel, safaris). O.k. the Safaris are expensive too, but if you want to see something special than go to 5 Days Snowmobile Sarafi to the polar see. Rovaniemi is just the beginning of arctic circle and made for tourists, that meens not so pretty like northern Lapland, so make a good choise and visit Ivalo or Saariselkä, real winter is Dec., you have Tem. by -40 C and thats Lapland

Laponia is in Sweden and is one the UNESCO world heritage, but maby this is some other Laponia, oh and Lapland in in Sweden to!
