The title of the video is misleading. Frequency is completely irrelevant here. If the drop was bigger/smaller or the surface was different, it would behave differently.

Also, this has nothing to do with energy to matter conversion. For god sake, this is a mechanical oscillation, similar to the surface of the speakers or even desktop when you strike it, only the amplitudes are much greater in this case. Not a nuclear process.
