these are two females. They are nipping at each other's legs because they are trying to establish which one of them is the dominant friend of their pair. They are so close in rank that they don't need to be overly aggressive to determine the new status.

aww, definitely cute, thanks for posting it Bri! I'm no expert but i think it might be two females actually. I've worked as a groom for the past 5 years or so and have never meet a male horse that was interested in mating and didn't 'show it'. They may just be two females fooling around, if they were fighting for pecking order they would be waaayy more aggressive.

i think theyre nippin at each others legs cuz one want to mate while the other doesnt. if the male heads for the back, but the female doesnt want what he has to offer she keeps him in her sight so nothing con happen..
