The tax money is the impetus for this initiative, as the state is having to cut back a lot with its billions in deficit. Who is going to be growing the crops? This won't eliminate the criminal market. It would be better to legalize it completely. As for DUI, blood testing should only be done if a collision has occured and there is reasonable suspicion.
That being said, I still think that it's better than the complete prohibition we have now.

Even if the New Approach Washington thing fails, there is both state and federal legislation in place to legalize marijuana. I think we are on a good track.
