You had one good year last year after having the #5 pick in 2002 (Whitney), the #1 in 2003 (Fleury), the #2 in 2004 (Malkin), THEN because of the lockout, you AUTOMATICALLY got the #1 in 2005 (Crosby), and THEN AGAIN the #2 in 2006 (Staal). Yes, that means you sucked large donkey dick for many years.
Actually, it did not. It averaged out and gave the teams with the worst records over the last 5 years the highest % of getting the #1 pick. Because the Penguins sucked so bad for so long, they were one of the favorites to win the lottery. The lockout ALSO helped because with all your previous top picks you didn't have to play a season and presumably rise in the standings, giving you a less % of getting the #1 Crosby pick.
Your logic is flawed. There is no room for guesswork here. If there were, we must logically conclude that Pitsburgh would finish last again as this is what the pre/post lockout standings suggests.
Under normal circumstances, the last place team has a 25% chance of landing the 1st overall pick. The lockout actually decreased Pittsburgh's chances by virtue of the fact that every team had at least one ball and no team could have more than 4.

The lockout decreased Pittsburgh's chances of landing Crosby because every single team had a crack at the #1 pick.
Also, you should learn a thing or two about rebuilding. That's what Pittsburgh did and they are better off for it today.
