Well the way he acted you could tell he might have been mentally handicapped.

As for pinning him down along the shoulder blade and neck with the the leg that is an actual cop tactic and is actually meant to keep the suspect restrained and from doing harm to himself (obviously harm was already done by the officers) but thats how it is meant to be used for other cases as well, it keeps them from thrashing and hurting their neck.
