I think he uses just standard ankle motion, no swiveling. If you look at sickdrummers video of him playing you see double bass cam during the 16ths in Slaves Shall Serve, no swiveling

he doesnt swivel either actually. his heels are down pretty close to the pedal but up enough to be just heel up.
