I used to be an insurance agent and the main reason men pay more has nothing to do with severity of accidents. When rates were being determined back in the day women were mainly housewives and did not drive. Since majority of drivers were men, they tended to have to pay more. This is not the case anymore, but trying to change legislation has proved to be near impossible (Insurance boards have been trying for over 20 yrs to even it out) due to red tape.

Insurance rates are not higher for men because of the number of accidents, it's because of the severity.

For fender benders and general mishaps like this video women have just as many accidents as men, even though on average women tend to drive less.

Insurance is based on the fact that when men have accidents they tend to give it 110% which often means a high speed incident where they end up dead.
