He ripped the skin and weapon from source. So he could instantly jump into making the game withouth wasting time to make / Get someone to make a model for him.
Few intensive years of learning computer graphics and programing + few years of learning computers in general.
But this demo not everything what i know after all of this years, so if you want to learn how to create application exactly like this - i think you will need just few month of learning C# and XNA =)

on PC you don't need membership, and you can use free C# express IDE
and you can create games easily, but you should have good skills to code and create models/animation (or drawing in 2d), or find friend artist :D
