From the comments and my own decode I would guess the things says something about either GET THE HELL OUT to a need help. I think is could have been a test subject that messed with the radio and made a morse code out of it, but then was caught and killed as you can hear a gunshot or two maybe.

Yeah, that's probably the most disturbing noise I've ever heard. And I defiantly hear "Get it out of me", but it doesn't sound like GLaDOS. Maybe it was the actual person who voiced for Chell (main character) (Chell made an "umph" noise when she fell from a high point or was hit by a box) then I heard those white robots firing, and then some kind of slapped eco, like falling on the ground.
