Terror of the Zygons is a classic and will be released, most likely, on a 2 disc single edition as it well sell well - unlike smaller stories like The Android Invasion which will do better in a box set with Invasion of the Dinosaurs. So yeah.. that's most likely why.

According to various sources The Android Invasion and Invasion of the Dinosaurs will be released in the USA and Canada on January 10th, so this or a near date would seem a likely time to expect a release in the UK.
