prebate= a pre-emptive reimbursment, as opposed to a rebate-an, after the fact reimbursment. in "the fair tax code" americans get checks or credit at the begining of the month for basic needs. But I dont know enough about the "fair tax" to say anything other than: one federal TAX to rule all other TAXES? I dont like the sound of that.
