Form a group with other taxi drivers and each learn a specific route for a specific period, then simply ride with each other for a couple of days on each others routes. So the time for familiarization is cut down. Also, offer free rides to people who can direct you and help you learn a route.
Have taxi pick up points that have designated directions of travel (north east south west.) People going in the same direction share cabs...I suppose you'd also need an express pick up, where people who are willing to pay more can just go where ever they want directly, but pay a premium.
I suppose, whilst their learning, taxi drivers could become couriers and pizza delivery guys.
de bonos solution: is to have a new type of taxi cab with ? signs on it. the locals would use these and direct the driver. the driver learns the roads whilst he is driving. obviously this answer is before sat navs, and i have not written it thoroughly, but u get the point. very creative answer.
Try and get to the route of the problem by trying to encourage reinventing the system, so that they dont have to learn 'the knowledge' and allow for sat navs in cars.
taxi drivers, 4x4 mums on school runs, lorrys, white vans, busses, old fuks that go 30 in 60 , and 70 in 30 mph lanes , and foreign nonlegal drivers, boy/girl racers that tail gate you , they all piss me off and are shit drivers.
well just off the top of my head, my creative solution would be 2 combine a government partially funded training program/classes and also being able 2 charge a smaller fair. 10% But the cabs would be labelled T.I.T.s hahaha Taxi In Training so that the customer would understand that they are taking a risk using a non fully licensed driver.
carry on claiming income support at the job centre while your learning.and stop claiming when you become a licensed taxi driver of course.that wouldnt please the job centre.lol

construct a transit system that has all the stops scheduled in so that no one person has to memorize the streets.

probably the GPS/GIS system could help to lower entrance barrier for a taxi driver in London.
