There may be inefficiency in government, but if so, then address that. But that's a separate issue.

The word Perpetual..is used six times in the Articles of Confederation. When we put them aside and went under the Constitution...the word is not used at all. So it surely seems that the Founding Fathers 'Did Not 'want it used. There is no Constitutional prohibition on Secession. In fact, the right of sovereign States to secede is guaranteed by the 10th Amendment.
