Sutter really put himself in a bad position. It looks like he was trying to do an outside-in on Weight, and just misjudged how fast Weight was coming in on him. Clean hit in my book, Sutter basically made Weight hit him like that.
This is very unfortunate for Sutter and even for Weight, who is not a dirty player. As far as policing hits to the head, this is a good example of how broad the "gray area" can be.
As long as we live in a universe where random events are possible, then these situations are unavoidable. Every NHL player understands the risk.

He went into that hit like most players would have gone into any other check. Shoulder first. It is part of the sport and a good clean hit. If Sutter had obeyed the first rule of hockey (KEEP YOUR HEAD UP) he would have been fine. THis is a physical sport and collisions happen.

This is almost a carbon copy of the Steve Moore hit on Markus Naslund. Weight was trying to hit Sutter, but Sutter was coming through the neutral zone with his head down, reaching for the puck. Because he was reaching, his head was below shoulder-level, and therefore susceptable to the contact.
