Unfortunately bio-degradable bags DO NO WORK! They would work if they were allowed to degrade in 'normal condition' - eg with light, and air present. But once in a landfill they are deprived of both!
Well done on creating local content on recycling! Keep up the good work in raising awareness of the piling garbage heaps in Malaysia. We need to be reminded that it's not just happening 'over there'. It is happening in our back garden. And if we don't solve this, it will become a big risk for our lives. Forget saving the planet. The planet will still be here unless we blow it up. We need to do this to save ourselves and the future generations.

I always take a plastic bag even if I just have one candy bar. After I get home, I just toss the bag in the trash. It is just eaiser that way.
