I really don't understand where people think that the sister killed Andy. Listen to the song. It talks about the brother's wife being killed because she cheated on her husband. The brother found the body, and fired a shot to flag down the patrol. But the judge was in too much of a hurry to get back to supper to listen to the fact that he hads seen tracks on his way to the house that night. If you watch the ORIGINAL video, you will see that the sister is confessing to the murder many years later.

Their little sister killed his cheating wife and made it so no one found the body, everyone thinks she just left town.

Her brother was mad that his wife had cheated on him with Andy, so he grabbed his gun and went to Andy's house, but found his little sister's handy work.
