This is stupid. Read the research. Reaching and/or maintaining a healthy weight is 80-90% diet. Aerobic exercise triggers hunger. So they can make the student take 2 or 3 classes, but if they're making up for it by eating more, then you've done them no good.

With over a 50% high school dropout rate in Philadelphia I am surprised they would do something like this. Measures should be taken to combat obesity in America but this isn't the right way of going about it.
