If I use Balrog, spamming projectiles would be a HORRIBLE mistake (headbutt and turn punch). He has two attacks that goes through them. So does many other characters (Zangief's spinning lariat, ryu/ken's hurricane kick, Able's roll, etc.).

thats just because sagat is cheap and he has no recovery time for his fireball, meaning he can fire out a new one before ryu. ryus is still faster, its just that sagats fireball comes out first so it just looks like its faster. trust me, ryus hadouken is faster.
