Actually no part of the body can touch the ground. It's one of the rules. So I think Takanohana should have been the winner.

actually kitanofuji was the winner all along. Takanohana had nowhere to go but down. Although Kitanofuji's hand touched first it makes no difference. Takanohana was already in a loss position. The judge made the correct decision

Kitanofuji later confessed that the initial judge was right (Takanohana should have been the winner.)The judge resigned after this match.
