@welhim16 If you don't have the create new layer option, go to the top, click customize, click on show ui, then click on show floating toolbars. A bunch of boxes will appear, close everything except the layers one, then drag the floating toolbar into the top to permanently dock it into the menu. If you wish to remove it later, just right click the edge until you see a bunch of toolbar names, and click on layers to uncheck it.

@SeFu2006 Customize>Load Custom Ui scheme and load the default. up to you if you prefer the light or dark layout. or similar revert to start up. Hope this helps a little.
