There was a plan to evacuate civilians to New Zealand if the Japanese ever managed to get a hold of Darwin. We were never going to invade them.

And we did actually send out convicts to NZ. After they arrived in Oz, they were then divided into labour groups, some of which were sent off the NZ to work on building roads and such. Okay, they weren't OUR convicts, but close enough.
