I doubt if most of the people in the towers knew anything about all of the wrong things the government has done overseas, and the targeting of them is terrorism straight out. American foreign policy may explain the attacks but it doesn't excuse them.

I would never suggest that the people in the towers deserved their fate, nor would I go so far as to excuse the attacks.
