@cherub0nyx yes. but if a person has gone unconscious under water then you start by checking their breathing and pulse once you get them to a safe area out of the water. If they are breathing place them on their side in what is known as the recovery position. If they are not breathing then breath for them twice by tilting their head back and closing their nose, then take a breathe to give a breathe "breath, 1, 2, 3, breath". Continue this pattern continueing to check their pulse.

@TheMusicdegree if they do not have a pulse then begin cpr. You place your hands on the sternum between the nipples and compress about an inch. do this thirty times at a speed about the same as the song 'I will survive' then breath for them twice in the same manner I explained in the post above this one. Continue until help arrives or you become too fatigued.

You say that The choking victim will be found facing down or up. If you found the person in this position how do you know he/she is a chocking victim? if you can't ask he/she?
