At least the judging wasn't like Seoul, where everybody got a 10 or a 9.9, if they didn't have any "major" (fall) breaks, and even then the judges didn't deduct the full .5 for a fall (Shoushunova ef floor, anyone??)
That rule actually wasn't put into OFFICIAL effect until 2006 when the Code of Points made it mandatory. Before that it was mostly cautionary.
