And if you think the DoD will ever declassify any form of fuel technology when they could leverage supply shortages against China and other nations, then you REALLY need to look at the history of the US DoD, intelligence agencies, etc. They develop extremely important technology that could save millions of lives, and they keep it classified for decades on decades, watching the bodies stack up, just to prevent other nations from benefitting. Classification is addictive, and they are junkies.

There is a tremendous, and deadly, flaw in the ideas she presents. When you design a system like she describes, you have to engage in widespread oppression through violence in order to force chaotic (in the scientific sense of the word) human behavior into variables the inadequate resolution of the design could not anticipate. Look at history and human psychology. How many tragedies were caused by people 'just doing their job' or 'following orders' from designed systems? All of them.
