i could have missed it, but i think he failed to mention that MIAC is what is known as a "fusion center," which is supported by the Department of Homeland Security, this report wasn't from MIAC, but was delivered to Missouri officers by MIAC on behalf of the DHS. There are many fusion centers operating in the US, go to the DHS website for a list of states.
