Basically, there's one or more persons trying to reach the person who is periodically saying Red light, and turning to look at the others to ensure they stopped. Then they turn back around, and say Green light, which lets them move and try to reach them. This goes on until one of them reaches the target person, or all the players make a move after red light is said. Here, Mai decided to say red light, and never end it.

The game that they are playing, "Red Light, Green Light" is a game you might have seen on such programs as Takeshi's Castle. One person stands typically near a wall, or in the distance with their backs turned.

Green light is when their back is turned

Red Light is when they are looking towards you

The objective is to reach the person without them seeing you move, Mai is cheating because she's not looking away at all. So that Yuuko and Mio can't move without losing the game.

The game is supposed to be played where the light turns around and says that it's green, but Mai is just staring them down so they have to keep completely frozen.
