If the other driver was uninsured, ACME would have covered him _if_ he had Uninsured Motorists coverage. But that's optional, not required by law.
He _chose_ to buy only the legally required liability insurance (a defensible decision if you have a jalopy and health care coverage). So he wasn't covered.
I live in AR, a state everyone loves to criticize as being "backward", but Uninsured/Underinsured coverage has been the requirement here for a couple of decades.

Yes, but when you give govt an interest in your health, you by extension give it an interest in what you eat, how much you exercise, if you smoke, etc. In Orwell's 1984 we were introduced to Big Brother when the govt was yelling at Winston to get in front of the camera so they could ensure he was doing his exercises.

Liability is not designed to cover you, only the damage you do to the other guy. So the anecdote was totally irrelevant and added nothing to the health discussion. If you were denied liability on your insurance, it's because your contract didn't provide for it. That's it. End of story. Period.
I've had very good exchanges with my insurance company, but that's because I went into great detail to find out every single aspect of my insurance plan. The people being 'denied' their insurance is because their plan didn't provide for it in the first place, and they're too cocky to admit their mistake.
And if the insurance is at fault, you can always just sue.

No. When you get into an accident, the government requires you to pay for the damage you do to *other* people's property. What happens to your property is up to you. So, you can go around with your car not insured for collision and you can go around without health insurance. It's your choice. If you fail to carry collision insurance on your car, you may find yourself hoofing it. If you fail to carry health insurance on yourself, you may find yourself in the poor house.

Yes, if someone hits you with their car, they have the financial responsibility to fix your car and pay for your medical care. It is called liability insurance and most states require drivers to have it. Illinois require Øbama to have it on his car. Unfortunately for him, he was a stupid kid at the time and thought he was getting full coverage. Unfortunately for us, he is still stupid and doesn't realize what was going on back then.

If the other driver was uninsured, ACME would have covered him _if_ he had Uninsured Motorists coverage. But that's optional, not required by law.
He _chose_ to buy only the legally required liability insurance (a defensible decision if you have a jalopy and health care coverage). So he wasn't covered.
_That's_ the way the real world works.
