Hmm id say regarding technique its pretty much always going to be shawn lane at the top at virtually any style. Sweeping, legato, alt picking, wide stretches, string skipping he could do it all at up to around 300bpm (sixteenths), the guy was a monster. Rusty Cooley comes very close too although he reaches his speeds using four note per string patterns rather than the traditional three note ones, harder at first but easier to reach ridiculous speeds with.
