i dont much like when ppl just have blck spay paint and just write there name or tag or postcodes... thats y sum people wont recognize this as an artform... coz alot of people just want to make a mark not actually b artistic. dont get me wrong i luv when they actually put sum work and love into there art,

There was an NY artist called basquiat who used to do street art and got famous. Apparently people would steal bits of wall he had painted on.

The street art is VERY good there! Not just a bunch of quick signatures, but things seem well organized and planned out. Is it encouraged there?

In some places it's encouraged - in some areas it's prosecuted. There's lots of dumb tagging here too, don't worry.
