@waffensspopn The problem at this point is that China is starting at a very low base and starting late. History helps because they've been there before but it isn't necessarily a clincher. They have to put proper policies in place and this relates to how the country is being governed seeing that they are having issues with protests and all it looks like it may not be a given since there are powerful interests in keeping things the way they are politically.

Shanghai's results are hardly reflective of China as a whole. 70% of China is still rural and among the prosperous cities Shanghai is the top. On top of that the PRC government made a concerted effort to project a good image. The americans that did poorly, perhaps once they experience difficult lives in making a living they will instill more determination in their children to do well in school.
