I think to be able to determine number of resources (programmer, designer, etc), firstly you need to complete load estimation (ussually in man-months) and schedule (time frame). Not in contrary.

this video was made based on the book made by Roger S Pressman with the title "Software Engineering". And my contribution to this project was limited to directing.

But AFAIK, there are various different approachs that one can use. So there's no exact rule of how to do it. Don't u agree?

resources (man-power), scope, time frame. These 3 will make equation for the quality of project. Scope and time frame normally will be defined by customer. Then if you already define (fix) resources, without finalize scope and time frame, usually you will have two options: too many or too few resources allocated in this case usually quality will be comprised such as reduce scope or extend time frame. keep project successful is difficult.
