Russia should have vetoed it, but there were political and financial considerations. Russia does a lot of business with Europe, and it did not want to damage trading relationships by a direct veto. The abstention was a diplomatic way of expressing disapproval. Eventually, the US elite will push too far east--and they will get hammered.
