If Congress wanted to stop funding a particular executive action, like a war, by cutting off funding, can the executive just use other funds (say in the defense budget) to conduct the war? If instead Congress passed a law/resolution to prohibit the executive from acting, then the executive would simply ignore this and move forward under this theory.
